The Directorate of Planning, Research, and Statistics serves as the technological core of BOLMA. Tasked with engineering the state-wide Unified Livestock Census System and maintaining the central data repositories, this department  shifts regional livestock governance from estimation models to precise, data-driven decisions. By providing transparent analytical dashboards, we match state policies with international reporting frameworks to maximize donor and investment capital allocation.

Unified Livestock Registration & Identification

Operating the foundational registration networks that assign unique digital identities to local livestock assets, pastoralists, and agricultural cooperatives.

  • Operational Scope: Provisioning the Livestock Identification and Traceability System (LITS), linking field-level biometric owner files with National Identity Numbers (NIN).

Centralized Statistics & Livestock Data Bank Management

Managing the high-performance internal database engines that gather, clean, and process multi-sector agricultural field records.

Capacity Building, Training, & Extension Education

Providing continuous technical training programs to empower state actors and smallholder associations with modern agricultural data-entry skills.

  • Operational Scope: Hosting professional workshops for field enumerators, livestock extension officers, and cooperative heads on mobile data applications, animal welfare indicators, and early surveillance parameters.

Project Monitoring, Evaluation, & Policy Coordination

Tracking the execution velocity of state interventions and ensuring complete operational alignment with federal frameworks.

  • Operational Scope: Providing multi-year monitoring protocols for the upcoming Livestock Transformation Programme (NERLTERP 2027–2035), measuring project milestones against the National Livestock Transformation Plan, and generating automated validation matrices.
